Is it a boy or a girl?

Went to spectrum again on saturday. And when we were there we saw this "person" we couldn't figure out if it was a boy or a girl. Can you? We decided it was a boy, because they had NOOOO raised chest. It was like a car crash. You know you shouldnt be looking, but you do because you want to see what went wrong.
